KSD Municipality has been recently joined by Mr. Mbulelo Sigaba as Acting Municipal Manager.  Mr. Sigaba has been seconded by the Department of Cooperative and Traditional Affairs to act as the Accounting Officer for the duration of three months while the Municipality is still finalising processes to appoint the Accounting Officer.

A consummate financial management and business professional, Mbulelo Sigaba has traversed the full spectrum and value chain of financial management in the public sector. As an accountant, he also possesses extensive experience in internal financial control structures in the private sector. Mr. Sigaba boasts superb organisational planning, analytical, training, coordination and strategic business communication skills.

With more than 30 years experience as a business and financial specialist, his natural habitat is in senior management and executive functions. With a B. Com degree in Financial Accounting and Business Management, buttressed by a gallery of diplomas and certificates in commerce and project management, Mbulelo is an expert in the disciplines of financial recovery planning and effective risk assessment and management. His extensive experience in the civil service has been translated into a reservoir of expertise in ensuring compliance with the financial management legislative framework and supply chain management protocols.

Mbulelo started out as a trainee accountant in 1980 at W.L. Nkuhlu & Co and has parlayed his knowledge and skills at various private sector companies. These include Dimension Data, Pep Manufacturing and National Sorghum Breweries.

His public sector experience has seen him serve tenure as a Senior Accountant at the now-defunct Transkei Broadcasting Corporation (now SABC) and a financial systems consultant at EC Provincial Treasury as part of an intervention team when the Minister of Finance imposed section 100 of the constitution, worked as Senior Manager in the office of the CFO in the national departments of Public Works and as Chief Director and deputy Director General for Finance and SCM at Cooperative Governance and Traditional Affairs (Previously DPLG) He also Project Manager for Operation Clean Audit responsible for EC,NC, and KZN, before serving a brief stint at the National Heritage Council.

His last two assignments were working in Partnership with Free State PWC to prepare a financial recovery plan for Renosterberg Municipality in the Northern Cape and working with Nkonki Inc. in Sekhukhune District Municipality in Limpopo as part of Municipal Infrastructure Support Agency’s intervention team to turn things around Water and Sanitation infrastructure spending.

During this tenure, he will be leading the Municipality in ensuring that residents  continue receiving better services and assist the Municipality in achieving its planned objectives as reflected in the IDP document.
