Human Settlements and Planning Department

The Human Settlements and Planning Department has the following sections with the related key performance areas: Housing, Building Control and Outdoor Advertising Section  

Housing Unit Functions:  

  • Provision of housing developments for the residents of King Sabata Dalindyebo Municipal jurisdiction.
  • Capturing of data onto the National Housing Needs Register.
  • Verification of beneficiary status on the Housing Subsidy System for approvals/declines. 
  • Monitoring of housing construction by the appointed contractors.
  • Allocation and handover of houses upon completion. 

Building Control Unit Functions: 

  • Facilitation of Building Plan, Demolition Permit and Outdoor Advertising approval by Local Authority. 
  • Provision of inspection support to enforce compliance on all constructed buildings in accordance with approved legislation. 
  • Provision of inspection support to enforce compliance on Outdoor Advertising. 
  • Ensuring that systematic and quality buildings are constructed thereby improving the property value of the economic market.  
  • Undertaking routine building control inspections. 

Spatial Planning & Properties Section 

Development Control & Forward Planning Unit Functions: 

  • Land use management (forward planning & development control) which centres its processes on frameworks and policies for a controlled development application process. 
  • Developing long-term planning tools to improve the distribution of land uses and activities.
  • Considering applications received from developers or property owners on proposals of new commercial, agricultural, or residential ventures / improvements related to spatial planning environment and processed through the Municipal Planning Tribunal (MPT) and Authorized Official (AO) of the Municipal Planning Tribunal.  

Geographic Information Systems Unit Functions  :  

  • Coordinate the collection and gathering of spatial data. 
  • Establish GIS standards and policies. 
  • Maintain and update Geodatabase. 
  • Coordinate software and hardware maintenance. 
  • Provide spatial data needs/ analysis for internal and external stakeholders. 
  • Assisting the Office of the Speaker on Geographical Street name changes.
