Functions of the Speaker  

• Preside over the sittings of the Municipal Council. 
• Ensure that rules of the meetings are adhered to by the Members of the Council.
• Ensure that Councillors comply with the Code of Conduct. 
• Monitoring and reporting to Council on the functioning of the Section 79  Committees. 
• Establishment of Appeals Committee. 
• Facilitation and coordination of development and capacity building for Councillors. 
• Preparation of KSD Municipal Annual Calendar including of meetings of Council and its committees and make recommendation to Council thereof. 
• Making commendations regarding Council recesses.
