King Sabata Dalindyebo Municipality organised a Capacity Building workshop for Municipal Public Accounts Committee MPAC. The purpose of the workshop was to equip the new members on executing their oversight role.
Part of the areas that the training covered include:
- Interpreting and implementing Municipal Legislation
- Risk Management and Ethics
- Stakeholder Management
- Performance Management System
- Analysis of Financial Reporting
MPAC is a Committee established by the Council in terms of Section 79 of the Municipal Structures Act. One of the roles of the committee is to assist the Council to perform oversight role on the annual report which includes the financial statements, the Service Delivery and Budget Implementation Plan (SDBIP), as well as the performance of the municipal manager and other senior managers.
KSDM Municipal Public Accounts Committee is comprised of these eleven members: Councillor M. Bango (Chairperson), Councillor M. Majeke (Committee Whip), Councillor N. Jubeni, Councillor G.S. Rapiya, Councillor S. Mshunqane, Councillor C.N. Makubalo, Councillor A. Ketse, Councillor J. Msakeni, Councillor N. Matubatuba, Councillor B.B. Gqwetha and Councillor T. Gqiba.
Following its (MPAC) establishment, the committee embarked on a tour to visit service delivery projects that the municipality has implemented in order to verify the work that has been achieved as indicated in the Annual Report. The tour took place on 09-10 March 2022. Some of the projects visited includes Ntlangazi Access road, Mqanduli Park and Mqanduli Cemetery and other projects in Mthatha such as Gerald Road resurfacing at Ikhwezi Township and Constructed RDP Houses at Maiden farm.
Subsequently, the Committee held Public Hearings to discuss the draft Annual Report for 2020 to 2021 financial. The hearings were held on the 17 March 2022 both in Mthatha and Mqanduli wherein the Executive Mayor, Cllr Nyaniso Nelani made a presentation on 2020-2021 Annual report.
