Public Safety and Traffic Management

Public Safety department is responsible for the following functions within KSD municipality:

  • Manage traffic services
  • Provide law enforcement services
  • Render driving licence testing centre
  • Render driver licence renewal services
  • Provide motor vehicle licencing and motor vehicle registration services
  • Provides fire and rescue services
  • Provides disaster management and coordination
  • Manage traffic administration and law enforcement
  • Provide vehicle testing for road worthiness
  • Provide access control service and guarding of municipal assets 
How to apply for:

Learner’s licence

To apply for learner’s licence, you need to bring the following :

  • Identity document (ID) book/card / Traffic Register / Temporal ID .
  • Two identical black-and-white photographs .
  • Proof of residential address.
  • A booking fee of R213.00 .
  • Pen, Pencil & Eraser (on the day of exam).

On the day of examination, you need to bring the following :

    • Identity document (ID) book/card / Traffic Register / Temporal ID and copies. 
    • Booking receipt . 
    • R69.00 to issue the learners licence when you pass. 

Driving Licence

To apply for driving licence, you need to bring the following: 

  • Learners Licence and a copy .
  • Identity document (ID) book/card / Traffic Register / Temporal ID and copies. 
  • Proof of residential address. 
  • Own roadworthy vehicle (on the day of testing). 
  • Proof of residential address. 
  • R345.00 for C1 and C (code 10) as well as EC1 and EC (Code 14). 
  • R294.00 for Code B and EB (Code 08). 
  • R216.00 to issue the driving licence card when you pass .

Temporary driving licence 

A temporal licence is issued when you passed driving test and when your driving licence card has been expired, lost or stolen.                                                                                                                                                      A temporal licence is valid for six months or until the driving licence card is issued.                                        A temporary licence costs R96.00 and a duplicate of learner’s license is R180.00 .

Driving Licence Renewal

You need to bring the following documents: 

  • Identity document (ID) book/card / Traffic Register / Temporal ID and copies.
  • Driving Licence Copy & Original. 
  • Two ID Photos.
  • Poof of residential address. 
  • Fee of R216.00. 

Professional Driving Permit (PrDP) 

You need to bring the following documents: 

  • Identity document (ID) book/card / Traffic Register / Temporal ID and copies .
  • Driving Licence Copy & Original. 
  • Two ID Photos.
  • Medical Certificate Form.
  • R110 for Fingerprints payable to the bank.  
  • Fee of R324.00 .

Register A Motor Vehicle

Car disc renewal 

For renewal you must bring your Identity Document (ID) book/card, or a certified copy of your identity book/card and fill the form that is obtainable from the centre. The fee is determined by a system. 

Change of ownership

It is a responsibility of a seller to make a transfer of ownership by going to the Registration Authority to get a form which they must fill together with the buyer. 

Requirements for the seller 

  • The seller must bring certified copies of identity documents for both seller and buyer. 
  • Certified copy of the Registration certificate. 
  • NCO Form to be filled at the centre. 

Requirements for the buyer 

  • Identity document (ID) for buyer/certified copy.  
  • Original Certificate for Motor Vehicle. 
  • Proof of Residence. 
  • RLV form to be filled at the centre.
